This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'. *** Bug 1619567 has been marked as a duplicate of this bug. *** I see this with selinux-policy-3.14.2-34.fc29.noarch
It's happening when the user logs out of a GNOME user session (back to login screen), and I get this sequence:

If you believe that systemd-user-ru should be allowed unlink access on the .flatpak-cache lnk_file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
