Description of problem:
There is no hint message for the country when leave the "Country" item empty during registration

Version-Release number of selected component (if applicable):
openshift v3.9.31 (online 3.6.0.90-1)
kubernetes v1.9.1+a0ce1bc657

How reproducible:
100%

Steps to Reproduce:
1.Log in openshift account management page.
2.Click "Add a New Plan" to sigh up a new plan.
3.After choose one cluster , the page goes to "Profile".type a fake country name, etc. chine,then hit the ENTER key.

Actual results:
1.The Country item on the page turns to empty.
2.The "Country" box turns to RED, but there is no hint message.
Expected results:
2. There should be some hint message when the country item is empty, like other fields(First Name, Last Name,Street Address..),"Fill out this field" or "Select an item in the list" in red.
