Description of problem:

OVN has a native load balancer. We need to add OVN provider driver for Octavia which uses the OVN native load balancer.

OVN native load balancer doesn't support all the features of octavia. It can only support L4 tcp/udp load balancers without health check and monitoring.

According to our records, this should be resolved by python-networking-ovn-7.0.1-0.20191205040313.2ef5322.el8ost.  This build is available now.

I think this can be closed as the code has been released and it's not Tech Preview any more, it might have just slipped through the cracks as it wasn't marked Verified.

Closing as I've verified the external documentation for 16.1 says the OVN Driver is supported:
