Need to doc new feature for automatic recovery from power faults in our Red Hat Openstack Platform documentation.

RFE: Automatic recovery from power faults.  If the current node gets into maintenance due to a power problem or BMC unavailability, it never comes back without manual intervention.  This RFE aims to give Ironic the ability to automatically check BMC accessibility and return nodes back fully operational.  The cases "power off", "power on"  are considered normal.  The failure would occur with lost communication with BMC.

By default, the automatic recovery code will run every 600 sec (can be modified).  Wait 600 sec and check and see if node has been restored
