Name of function:
Containerized Undercloud

User story:
As a cloud operator, I want to be able to deploy undercloud in containerized fashion so that I can easily update/upgrade and manage my management node. 

Purpose of function:
Create an undercloud using containers. This will build upon the "heat undercloud installer" (which supported baremetal installation of the undercloud with heat) but instead use Kolla containers.
