Cluster with Health showing 0.3 instead of a valid value

Description of problem:

If a cluster's health has changed over time, zooming out about 10 times in Grafana Cluster Dashboard leads to the Health panel showing a number (0.3, 0.08 etc) instead of a valid value (Healthy, Unhealthy etc).

Steps to Reproduce:

1. Import a cluster
2. Make the cluster change its health state (shut down the nodes or something similar)
3. Go to Grafana Cluster dashboard
4. Zoom out 10+ times


Actual results:

Health panel shows a number (a decimal fraction in the examples I've seen) instead of an understandable Health state.


Expected results:

Health panel shows an understandable Health state.
