This bug has been copied from bug #1594141 and has been proposed to be backported to 7.5 z-stream (EUS).

Sanity Verified on ipa-server-4.5.4-10.el7_5.4.3.x86_64.
Installed 3x replica simultaneously in 15 runs and all installations were successful.
