When we think about multi-site, multi-cloud, edge use cases with shared resources from a federated cloud, we'll have the need to express dependencies between plans.

This will be needed so that it's clear what plans and deployments depend on others, so that we can add orchestration that honors those dependencies for things like scale out, delete, updates, and upgrades.

Support only for multi-stack in the DCN scenario. Therefore our QE testing will verify this feature only as part of integration efforts and reference architecture testing for Edge (DCN16).
