Description of problem:
julia can't install due to dependency on older libgit2

Version-Release number of selected component (if applicable):
julia-0.6.3-1.fc29.src.rpm
libgit2-0.27.4-1.fc29.x86_64
dnf-3.3.0-2.fc29.noarch

How reproducible: always

Steps to Reproduce:
1. dnf install julia

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides libgit2.so.26 needed by julia-0.6.3-1.fc29.i686
  - nothing provides libgit2.so.26()(64bit) needed by julia-0.6.3-1.fc29.x86_64

Expected results: install succeeds
