Description of problem:

When I ran sudo dnf system-upgrade download --refresh --releasever=29 from my fully updated F28 installation with updates-testing enabled I got the following error

Problem 1: problem with installed package step-17.12.3-1.fc28.i686
  - step-17.12.3-1.fc28.i686 does not belong to a distupgrade repository
  - nothing provides libqalculate.so.18 needed by step-18.04.3-1.fc29.i686

step-18.04.3-1.fc29 requires libqalculate.so.18 but libqalculate-2.6.2-1.fc29 provides libqalculate.so.19  Rebuilding step to use libqalculate.so.19 from libqalculate-2.6.2-1.fc29 might resolve the error.
