Description of problem:
In the %files section of the spec file the logwatch.conf and other conf 
files do not have the noreplace option set.  Is there a reason for this?
This causes edited conf files to be renamed upon upgrade.

logwatch-6.1.2

How reproducible:
Always

Steps to Reproduce:
1. Edit logwatch.con
2. upgrade to newer version
3.
  

Actual Results:  an edited logwatch.conf was renamed logwatch.conf.rpmsave

Expected Results:  the edited logwatch file is not replaced but the update is name logwatch.conf.rpmnew.  Also for other /etc/log.d/conf/* conf files.
