Description of problem:

In disconnected RHUI instances the RH repo's are shared as a third party repo using the RH gpg keys.  As a result using a Satellite ISS export we are unable to bring in cve data since third party pulp repos only support csv files.

Steps to Reproduce:
1. create third party repo
2. try to import RH cve metadata
3. fail
