Description of problem:

On a clean appliance, after adding a RHV provider to CFME appliance and:
 - validating host credentials
 - enabling SmartProxy role

I went to a VM details page (that was already created in the provider) and wanted to perform SSA, but the button was missing in Configure dropdown.
However, when going back to all VMs view and selecting the VM, the 'Perform SmartState Analysis' button was available.

Providing full logs from CFME appliance and video sample.

How reproducible:
not sure exactly, but I encountered this several times already

Steps to Reproduce:
1. Add a provider with some VMs in it
2. Validate host creds
3. Enable SmartProxy role in Configuration

Expected results:
'Perform SmartState Analysis' button should be available both in VM details view and under All VMs & templates view when the VM is selected
