Description of problem:
Since the last upgrade of cups, the system will not print and returns "Filter failed" when trying to print any file type I've tried so far with the exception of using lp to print a text file. Trying to print the same text file after opening in kate also makes cups fail with "Filter failed."

always

Steps to Reproduce:
1. upgrade cups to cups-2.2.6-22.fc28.x86_64
2. try to print something other than plain text using lp. 
3. try to print the test page from the cups web administration page.

Actual results:
file does not print and status in cups web administration interface shows the print job with the "Filter failed" status.

Expected results:
Files and web pages and emails should print.

Additional info:
I thought it might have been selinux, but I did a relabel and also put into permissive and got the same results.

this isn't done by cups update - it is duplicate of bug #1626818.
