Description of problem:

While moving a tomcat installation from a native Apache Tomcat 7 install to a RHEL7 provided Tomcat 7 install, startup fails as follows:

This appears to be because tomcat-dbcp.jar was arbitrarily removed from the RHEL7 packaged version of tomcat.
