Description of problem:


Version-Release number of selected component (if applicable):
5.10.0.15

How reproducible:
Always

Steps to Reproduce:
1.Go to Automation -> Automate -> Simulation
2.Fill in any required fields to enable submit button
3.Submit it
4.Change any field - for example Object Attribute 
5.Select Copy button

Actual results:
Fields are copied even without submitting form again. I can change type to None and copy it. In Automate Custom Buttons I can't copy it to any category as copied type is None.

Expected results:
Fields should be validated every time they change and when field is changed Copy button should be disabled until form is submitted.
Or delete verification at all - for first submitting.

Facing this issue in 5.11.5 and 5.10.15 so Raised bug for the same: https://github.com/ManageIQ/manageiq/issues/20113
