Description of problem:
Resize disk in reconfigure VM allows user to submit a disk size change despite it being an inoperable action when snapshots are attached in vCenter

How reproducible:
Always

Steps to Reproduce:
1.  Attach snapshots to VM
2.  Change disk size in cloudforms
3.

Actual results:
Fails due to "Invalid config for device '0'"

Expected results:
Disable disk size change or alert user they need to delete snapshots attached to VM first
