Description of problem:

generate the configuration at all upgrades is a good practice, to keep already existing blocks created with older releases up-to-date with the new configuration adaptions. 

For example at gluster-block part of OCS-3.10, we changed:
1. cmd_timeout from 0 to 130
2. added load-balance ALUA access related configuration to the block configurations ...
