Description of problem:
The error message should be "Name is too long(maximum 20 characters)" if user is entering name beyond 20 characters. Currently the error message is "Name is too short(minimum 4 characters)"

How reproducible: 100%


Steps to Reproduce:
1. Go to edit user view
2. Enter user name whose length should be more than 20 characters
3. Save it

Actual results:
Currently the error message is "Name is too short(minimum 4 characters)"

Expected results:
The error message should be "Name is too long(maximum 20 characters)" if user is entering name beyond 20 characters.
