Description of problem:
when editing the  ressources of a service bundle, the ressources edited get removed. This happens when changing the action order

5.9.4

How reproducible:
all the time

Steps to Reproduce:
1.create a service bundle with two ressources
2.save
3. edit the service bundle
4. change the action order of a ressource

Actual results:
the ressource disappears until the form is reset

Expected results:
the ressource does not disappear
