Description of problem:

Attempting to upgrade this system with "/usr/bin/dnf -v --debugsolver --best --refresh --skip-broken --allowerasing upgrade" produced an "attempt to remove dnf" message.

dnf-3.6.1-1.fc29.noarch

It looks like a duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1446068.
Probably option --allowerasing is not good idea to use with upgrade command.
