Description of problem:

Puppet5 has a newly added feature that allows users to upload the puppet facts without requiring to compile a catalog. The customer would like this feature with Satellite 6.4

The customer expectation is that the host facts should be visible on the Satellite after running the below command on the puppet agent:

# puppet facts upload
