fixes a bug introduced in Ansible 2.5.7 Since we now carry Ansible 2.5.7 we need to update to 1.0.4 to function properly.

Also, the OSP rpm does not include the networking-ansible role openstack-ml2. The driver depends directly on this ansible role and will not function without it. The RPM should include this role. We added the role to the RDO package in this commit: https://github.com/rdo-packages/networking-ansible-distgit/commit/96b33259f7b9f59912dfd759d19fccb498492f60
