Description of problem:
Bug 1628422 is tracking what needs to be updated to get a new version of pydot into Fedora.  One of the packages that Requires pydot is dot2tex.  This appears to be in error.  According to the changelog, dot2tex 2.8.0 and later do not use pydot.  The dependency should be removed.
