Description of problem:
User with view_ansible_roles, import_ansible_roles foles can not import roles. UI complains "AnsibleRole not found Please try to update your request"

How reproducible:
always


Steps to Reproduce:
1. Create role with only filters set to view_ansible_roles, import_ansible_roles
2. Create user with only that role
3. Make sure there is some role in /etc/ansible/roles/ which was not imported yet
4. Log in as that user
5. Go to Configure -> Roles -> From <satellite>


Actual results:
Error "AnsibleRole not found Please try to update your request" appears


Expected results:
It should work


Additional info:
Same result even when I add "Ansible Roles Manager" role to the user

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month. We have evaluated this request, and while we recognize that it is a valid request, we do not expect this to be implemented in the product in the foreseeable future. Steps to test:

1. Create a role with only the filters view_ansible_roles and import_ansible_roles.
2. Create a user and assign only this role.
3. Install a role from Ansible Galaxy on the Satellite and copy it to /etc/ansible/roles.
4. Log in to the Satellite webUI as the user created in step 2.
5. Navigate in the webUI to Configure > Roles.

Expected Results:

The user is presented with the option to import Ansible roles. The user can select roles and successfully import them.

Actual Results:

The user is presented with the option to import Ansible roles. The user can select roles and successfully import them.

Verified on Satellite 6.10, snap 5 (tfm-rubygem-foreman_ansible-6.3.0-1.el7sat.noarch).
