Description of problem:

refresh-config is failing on all nodes.

Version-Release number of selected component (if applicable):
# rpm -qa | grep ganesha
nfs-ganesha-gluster-2.5.5-10.el7rhgs.x86_64
glusterfs-ganesha-3.12.2-21.el7rhgs.x86_64
nfs-ganesha-2.5.5-10.el7rhgs.x86_64

#rpm -qa | grep redhat-release-server
redhat-release-server-7.6-4.el7.x86_64

How reproducible:
2/2

Steps to Reproduce:
1. Create 4 node ganesha cluster
2. Create 4 x (2 + 1) = 12 Arbiter volume
3. Export the volume via nfs-ganesha
4. Do --refresh-config on the volume.

Actual results:
refresh-config failed on all nodes

Expected results:
refresh-config should be completed successfully.

Additional info:
refresh-config was successful with selinux disabled.
The nodes are FIPS enabled.
Setup can be shared for debugging f required.
Logs will be attached shortly.

The fix is provided in 'selinux-policy-3.13.1-229.el7_6.5'

Verified this in version:

glusterfs-3.12.2-25.el7rhgs.x86_64
