We need the following bug to be re-packages in the distro packages so we can pass RHOSP13 Certifications.

Bug is already merged in upstream stable branches.

The patch is available on upstream stable/queens, and the next OSP-13 zStream release will include an import from upstream.

I will track the import to ensure the upstream patch is included, and if necessary I'll do a downstream backport to ensure the patch is included in z3.
