Steps to Reproduce:
1. Deploy overcloud with NotificationDriver set to 'noop'

Actual results:
Heat services use 'messages' as notification driver, instead of 'noop'


Expected results:
Notification driver set to 'noop'


Additional info:
Puppet-tripleo RPM contains pretty old code. This issue was already fixed by https://github.com/openstack/puppet-tripleo/commit/83e4253289589d26372cd8170669f1afad620a96

We should build fresh puppet-tripleo rpm. Currently available package:

When we will bump puppet-tripleo, we should also rebuild rhosp-director-images to include new rpm.
