Description of problem:

Looks like CI bot is not merging OSE PRs against 3.9 - https://github.com/openshift/ose/pull/1416

Can this be fixed?

These are not ran by the Release component team (ART). Those bots are ran by Steve and the CI team, I'm not sure what BZ Component that is, or if there is one.

Steve, can you take over from here please?

This was just never configured -- should be working (merge with LGTM + Approve) with this PR:
