Description of problem:
I create new project in OCP 3.11, and when I want to delete it (oc delete project test1), it's stuck in terminating state

Version-Release number of selected component (if applicable):
3.11.16

How reproducible:
I deploy new OCP cluster, did the same things, the condition also same

Steps to Reproduce:
1. Install new OCP Cluster
2. After completion, try to create new project
3. Delete the newly create project

Actual results:
Deletion process is stuck in Terminating

Expected results:
Deletion process is successfull, the newly created project should be deleted

Is it stuck in "Terminating" indefinitely? Does the project eventually get removed? 

`oc delete` will finalize all resources in a project before that project can actually be deleted. You can check to see if there are any resources still being finalized by seeing if they are present in the output of `oc get all --all -n <PROJECT_NAME>`

Further, I'll need the output of `oc get events`, as well as your api server (master node) logs.
