Description of problem:
Catalog explorer page would not load when the user had the permission to view catalogs.
Snapshots menu in VM details would render if a user had 0 applicable permissions.

Please assess the impact of this issue and update the severity accordingly.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity for a reminder on each severity's definition.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.

Working in 5.10.0.29.20181211195209_fd990a9.
User with no permissions cannot login in SUI and
user with permissions can view catalog explorer
