Build OVS binaries statically (ovs-vswitchd, etc), but ship the shared libraries (needed for bz#1417738).

This is needed since ovs-vswitchd linked as shared library is noticeably slower (when you use DPDK)

Ran PVP Testing and saw minimal improvement in speed from previous build.
