Description of problem:
The validations fail with Error Message: Failed to retrieve hiera data for tripleo_undercloud_conf_file

Version-Release number of selected component (if applicable):
openstack-tripleo-validations-9.3.1-0.20181008110747.4064fb7.el7ost.noarch

How reproducible:
100%

Steps to Reproduce:
1. Install OSP14 from 2018-10-19.1
2. Go to GUI and run one of these validations
--- "DHCP on the Provisioning Network"
--- "Check the number of IP addresses available to overcloud nodes"


Actual results:
The validations fail with Error Message: Failed to retrieve hiera data for tripleo_undercloud_conf_file

Expected results:
The validation should fails/passes with clear message

With the instack-undercloud retirement in progress, we lost the 'tripleo_undercloud_conf_file' variable in hieradata. 
We need to get that variable back in tripleo-heat-templates and python-tripleoclient.

This bug affects the following validations:
- validations/ceilometerdb-size.yaml
- validations/check-network-gateway.yaml
- validations/ctlplane-ip-range.yaml
- validations/dhcp-provisioning.yaml
