Description of problem:
Upgrade from Fedora 28 to 29 can't proceed.  Looks like a XFCE dependency?

Error: 
 Problem: package imsettings-xfce-1.7.3-5.fc29.x86_64 requires libxfconf-0.so.2()(64bit), but none of the providers can be installed
  - problem with installed package imsettings-xfce-1.7.3-3.fc28.x86_64
  - xfconf-4.12.1-6.fc28.x86_64 does not belong to a distupgrade repository
  - imsettings-xfce-1.7.3-3.fc28.x86_64 does not belong to a distupgrade repository
