Description of problem:
Apparently, in transitioning from 1.0.1 to 1.5.2 and from F28 to F29, a separate OpenEXR_CTL-libs package was deemed no longer necessary. However, the new OpenEXR_CTL does not Obsolete or Provide the old -libs, making F29 upgrade needlessly complicated

OpenEXR_CTL-1.5.2-2.fc29

How reproducible:
easily & consistently

Steps to Reproduce:
1. on F28, dnf install OpenEXR_CTL (which will Require OpenEXR_CTL-libs)
2. dnf system-upgrade download --releasever=29

Actual results:
Error: 
 Problem 1: package OpenEXR_CTL-libs-1.0.1-28.fc28.x86_64 requires libIlmCtl.so.2()(64bit), but none of the providers can be installed
  - CTL-1.4.1-29.fc28.x86_64 does not belong to a distupgrade repository
  - problem with installed package OpenEXR_CTL-libs-1.0.1-28.fc28.x86_64

Expected results:
If there's no longer a need for -libs, the old OpenEXR_CTL-libs-1.0.1-28.fc28 is swept away cleanly.
