Description of problem:
Every time the repository is changed, repoview runs to update the repoview html
files.  This process currently changes all timestamps on all repoview .html
files, which is inefficient for mirrors.  It would be nice if a future version
of repoview leaves .html files and their timestamps intact if the corresponding
package is unchanged.

This is an upstream bug.
