Description of problem:
This is already known and closed upstream (https://projects.theforeman.org/issues/23497) but i'm opening a brand new bug here as the merged fix simply doesn't work.

the controller keeps responding with 200 instead of 201, but the tests bundled with the "fix" commit do not assert it.

satellite6.5.0

Steps to Reproduce:
1. POST a valid payload to host_collections
2. observe the responses return code 


Actual results:
response_code == 200

Expected results:
response_code == 201

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month.
