Description of problem:
texdoc fails with assertion message

1. texdoc systeme # The package is installed

Actual results:
[string "/usr/share/texlive/texmf-dist/scripts/texdoc/..."]:569: assertion failed!

I can also reproduce the problem in F29:x86_64.

Proper fix incoming, temporary workaround:

cd /usr/share/texlive/tlpkg
sudo ln -s ../texlive.tlpdb .
