server role error message

Description of problem:
RHOS 14: Configuring server roles under Configurations > server control is broken.
Toggling any role ends with error message (see attachment)

Version-Release number of selected component (if applicable):
RHos 14, CFME: 5.9.5.3.20181023135339_256263f

How reproducible:
Always

Steps to Reproduce:
1. Go to Administrator > Configuration
2. On Server control, under server roles
3. Try to toggle any role

Actual results:
Error message appears and configuration is not saved 

Expected results:
Roles is toggled and configuration saved

The bug is reproducing in 5.9.5.3: https://10.9.76.165:4443/
NO specific steps needed

BTW, on 5.9.6.0 the bug is not reproducing

Correction:
Looks like there is a condition for this bug to reproduce:

We noticed that it happened after fresh installation of CFME, meaning before even adding providers

So i am correcting my self, it is reproducing on 5.9.6.0

The bug is still reproducing on 5.9.6.5
I am not able to enable below roles:

capacity & Utilization Coordinator 
Capacity & Utilization Data Collector 
Capacity & Utilization Data Processor 

Which block other tests

some browser extension caused the issue
