End of RHEL 7.3 EUS Final Retirement Notice

Description of problem:
Red Hat Enterprise Linux 7.3 Extended Update Support reaches end of life 11/30/2018. The final notice needs to go out 12/3/2018.

This is the fourth and final retirement notification. 

I also need the package owner to create the errata and publish it.

Assigning to Pavel Niahodkin. Follow the steps in RCMTEMPL-538 to prepare the redhat-release packages and file the errata advisory. Since this needs to go out on December 3rd, please have it ready to go to QE in the next couple of weeks - by November 26th.

resolution of ERRATA.
