Current rubygem-apipie-bindings for EPEL7 (rubygem-apipie-bindings-0.0.10-2.el7) requires
  rubygem(oauth)
  rubygem(awesome_print)
These dependencies are not found in RHEL7 or EPEL7

Please fix this package so that it can be installed in RHEL 7.6.
If you have not responded in a week, we will have a proven packager fix it.
If you know you will not be able to get to it and would like it fixed sooner, please let us know in this bug.
If you feel this package should no longer be in EPEL7, please let us know in this bug.

The packages needed have never been in RHEL7 or EPEL7.  I am betting this packages has never been able to be installed on RHEL7.
I am not the package maintainer, so I won't make the call, but my vote would be to remove this from EPEL7.

I have verified that nothing depends on rubygem-apipie-bindings or rubygem-apipie-bindings-doc in EPEL7.
I will run it through the steps to remove from EPEL7.

Package retired with
fedpkg retire "Never had all the requirements in EPEL7 to install.  Maintainer does not need package anymore."
