Description of problem: 
It seems in 6.5 the top bar now has a background image. One thing I noticed that is a little odd is when the window is resized and gets wider the image is stretched to fit it. 

Version-Release number of selected component (if applicable): 6.5.0 snap 3


How reproducible: Always. 


Steps to Reproduce:
1. Watch the background image of the top navbar. 
2. Make browser window smaller and wider


Actual results:
Image gets stretched and appears pixelated as it grows. Also the dot in the background image below "RED HAT SATELLITE" moves around.

Expected results:
Not quite sure if we should have visible movement in the background. Also the image should probably be a vector. Is there perhaps someway we could have a "infinite" background? 

Additional info:
The background image seems to be a clipped version of the one of the one on the login screen.

Can we work with the css so that there is a colored background image. When the bar is expanded beyond the size of the image, the matching grey would be expanded, making it a seamlessly scaled background.
