Chapter 10. Enabling Volume Metrics

Describe the issue: The Link specified in Part V. Monitoring, chapter 10 should be updated with latest ocp version 

Suggestions for improvement: Link has to be updated to latest ocp 3.11 version

The Enabling Volume Metrics section is being reviewed completely as part of the bug 1661218 (https://bugzilla.redhat.com/show_bug.cgi?id=1661218). Hence, I can close this bug as duplicate.
