We want to fix low-memory issues in glibc such that we operate reliably on memory-constrained containers and low-memory high-density VMs.

We want this backport from 2.28 stable:

[BZ #21716]
* time/tzfile.c (__tzfile_read): Check for memory exhaustion
when registering time zone abbreviations.
