Description of problem:

cloud-init 18.2 in RHEL 7.6 is overwriting contents of /etc/sysconfig/network file. If there are any custom settings applied through kickstart file, they get overwritten. 

There was already a bugzilla report about it and it was fixed upstream:

This is the actual patch applied:

However we don't see this change in the versions shipped with RHEL 7.6.

Additional info:

Vesrion 0.7.9, shipped with RHEL 7.5, did not have this behavior
