Using Fedora-Workstation-netinst-x86_64-29-1.2.iso with all
current updates.

[mfabian@Fedora-Workstation-netinst-x86_6 ~]$ rpm -q gnome-shell
gnome-shell-3.30.2-1.fc29.x86_64
[mfabian@Fedora-Workstation-netinst-x86_6 ~]$ 

Some input methods are added, for example the Japanese input method
ibus-kkc and I can see that in the input method switcher
menu in the Gnome panel.

Now wait until the lock screen kicks in or start the screen lock
from the panel menu.

Unlock the screen again.

Now the input method switcher has disappeared from the panel.

Try to type something in gedit, for example type "a" twice.
The first "a" is inserted as is and the input method menu appears
again. The second "a" is inserted as あ, i.e. the input-method works again.

Sorry, I cannot attach a video, the recording started with Control+Alt+Shift R stops as soon as I lock the screen.

But the above description should be enough to reproduce it.

The problem still exists in Fedora 31.

Updating the version to F32.

This seems to work for me in Gnome Wayland and Gnome Xorg in F32.
