Description of problem:
The delivered heat-cfntools package can't be upgraded, as it's not available through available Repositories of default RHEL. This makes complicated to use the Image in non-RHOSP environments.

heat-cfntools-1.2.6-5.el7.noarch

How reproducible:
100%

Steps to Reproduce:
1. Download RHEL 7.5 KVM image and create instance from it.
2. Register system to RHSM or satellite and enable rhel-7-server-openstack-10-tools-rpms
3. yum upgrade heat-cfntools

Actual results:
Upgrades are not available anymore through repo rhel-7-server-openstack-<N>-tools-rpms

Expected results:
either the upgrades should be included in 'rhel-7-server-openstack-<N>-tools-rpms', which was rejected by BZ#162916 or the package heat-cfntools should be removed from image completely.

Additional info:
If enable rhel-7-server-openstack-7-tools-rpms repo, the upgrade will be successful to version heat-cfntools-1.2.8-2.el7.
