Description of problem:
All I did was dnf upgrade.  Now the system is unusable because desktop fails on boot and network will not start.

According to journactl -xb, the first service that fails is dbus.socket.  Most subsequent failed services fail due to dependency.  So, I'm guessing this is the culpret.

dbus.socket: Socket service dbus.service not loaded, refusing.

Okay, I don't know why I didn't have this problem months ago, but the solution to bug 1623781 also worked for me.  Can someone explain why that worked for me?  I had upgraded to the offending dbus version a long time ago.  So, I don't understand.
