Description of problem:
No installed gnocchiclient on telemetry standalone role when isntalling composable roles with telemetry standalone. Thus can't observe any metrics on telemetry node, need to install the gnocchiclient first.

Steps to Reproduce:
1. Install composable roles with Telemetry Standalone composable role: 1 controller, 1 compute, 1 telemetry
2. Log in to telemetry role
3. Using overvloud source, try to get anything from openstack metric 

Actual results:
Get error, the command is not known

Expected results:
Get openstack metric info

the client should be on the undercloud, not the telemetry node.
