Description of problem:
Immediately after weekly DNF upgrade, I get this AVC.

Version-Release number of selected component (if applicable):
selinux-policy-3.14.2-42.fc29.noarch

How reproducible:
Happens on boot.  I've only rebooted once.

Steps to Reproduce:
1. dnf upgrade
